ISO 9001 · Clause 5.1

ISO 9001 clause 5.1: leadership and commitment

Leadership and commitment: what the clause requires, the evidence an auditor looks for, where companies get it wrong and how to comply.

What the clause requires

Clause 5.1 puts top management at the centre of the system. Delegating quality to a coordinator is not enough: leadership has to be demonstrated by taking accountability for the effectiveness of the system, making sure the quality policy and the quality objectives exist and are compatible with the strategic direction, integrating the quality requirements into the business processes, promoting the process approach and risk-based thinking, providing the resources the system needs, communicating why an effective system matters, making sure the system achieves its intended results, supporting the people who contribute to it and promoting improvement.

There is also a customer focus subclause, 5.1.2. Top management has to make sure that customer requirements and the applicable statutory and regulatory requirements are determined and met, that the risks and opportunities affecting the conformity of products and services and the ability to enhance customer satisfaction are addressed, and that the focus on enhancing customer satisfaction is maintained over time. In other words, the commercial promise and the quality system are supposed to be the same promise. It is also the subclause that explains why an auditor who finds a sales team promising delivery dates the factory cannot meet will write the finding against leadership rather than against production.

So how does an auditor evaluate leadership? By interviewing the directors. The questions are direct: what are the quality objectives, how are they doing, what decisions came out of the last management review, what resources were released as a result. A director who cannot answer and says "that is a matter for the quality department" is the most common piece of evidence behind a nonconformity against clause 5.1. Leadership is not audited through a signed document; it is audited through what the people at the top can explain about their own system.

What changes in ISO 9001:2026

This is the main change in ISO 9001:2026: top management now has to actively promote a quality culture and ethical behaviour. What used to be implicit becomes an auditable requirement. Expect questions about how leadership demonstrates it: communication, personal example, decisions, and channels for reporting problems without fear of retaliation. See everything that changed in the revision.

Example of a nonconformity

Illustrative example, in the requirement, evidence and statement format
Requirement
ISO 9001, 5.1.1: top management shall demonstrate leadership by ensuring that the resources needed for the quality management system are available.
Evidence
The 2025 and 2026 management reviews both record the need for a second inspector on the night shift; there is no decision and no forecast, and the night shift accounts for 70% of the complaints received in 2026.
Finding
Top management did not ensure a resource identified as necessary for the system.

Frequently asked questions

Who is top management in a small company?

The people who direct and control the organization at the highest level, normally the owner or the partners. They are the ones the auditor talks to about leadership.

Does ISO 9001 still require a management representative?

Not under that name since 2015. The responsibilities are assigned under clause 5.3, but accountability for the effectiveness of the system cannot be delegated by top management.

How do I demonstrate quality culture under the 2026 revision?

With evidence: communication from the leadership, complaint and rework indicators that are actually followed, a channel for reporting problems, decisions taken from them, and the example set when a deadline is under pressure.
